How do I turn my photos into cartoon pictures?

I am wanting to turn pictures that i have taken into cartoon pictures. And I cannot seem to do so. I seen Adobe Photoshop has a link to download it but i don’t have Adobe Photoshop. I have Windows Photo Gallery. And I am hoping to find a free download for this. So if anyone can help i’d appreciate it. Thank you

Try ArcSoft Picture Software. You can replace the head of Condoliza Rice with yours while she was addressing the US Congress.

    http://www.gimp.org offers a free photo editor. Look into posterize filters/effects to simulate toon shading and find edges/edge detection/cel edges for the lines if you want them.
